Lockdown, Secure Campus, and Shelter Procedures

Define distinct protective actions, communicate them plainly, preserve safe egress, and build systems that remain usable when networks or power fail.

During an incident: follow the exact protective action announced by authorized officials and subsequent law-enforcement direction. Do not rely on generic internet instructions or open a secured area based only on an unverified message.

Use precise, locally defined terms

“Lockdown,” “secure campus,” “shelter-in-place,” “evacuate,” and “hold” should not be interchangeable. For each action, the district should define the hazard, who can initiate and end it, expected staff behavior, accountability method, accessibility adaptations, communications, law-enforcement interface, and recovery. Train substitutes, contractors, volunteers, transportation, athletics, and before/after-school staff—not only classroom teachers.

Technology readiness

Before an event

  • Map alarm audibility and message reach across classrooms, restrooms, outdoor areas, buses, fields, and accessibility needs.
  • Keep door and credential inventories current; inspect locking, egress, override, battery, and monitoring functions.
  • Preapprove plain-language, multilingual, accessible messages and authentication methods.
  • Provide offline accountability and out-of-band communications.

During and after

  • Use an authoritative incident record; time-stamp alerts, updates, acknowledgments, status, and all-clear.
  • Limit operational detail in family/social messages and correct misinformation promptly.
  • Preserve relevant system logs and recordings under legal direction.
  • Inspect doors, alarms, communications, and technology; document gaps and corrective actions.

Age-appropriate, trauma-informed exercises

Exercise decision-making and system performance without realistic violence simulation, surprise tactics, or deceptive content. Notify and prepare participants appropriately, provide disability and mental-health accommodations, separate technical tests from student exercises when useful, and evaluate communication reach, accountability, door function, role clarity, reunification, and recovery.

Governance and public records

The public-facing safety plan can explain governance and protective-action concepts, but detailed vulnerabilities, access methods, floor plans, camera coverage, command locations, and tactical response information should be restricted and handled under current law. Establish version control so public, staff, first-responder, and confidential annexes remain aligned.
