Civil Disturbance and Demonstration Readiness

Protect lawful expression and school access while planning for violence, blocked routes, misinformation, service disruption, and the privacy of students and employees.

Immediate danger: call 911 for violence, weapons, fire, medical emergency, or other imminent threats. Follow authorized site protective actions. Staff and students should not attempt crowd control, engage provocateurs, or place themselves between opposing groups.

Plan for behavior and impact—not viewpoint

Coordinate administrators, legal counsel, law enforcement, transportation, facilities, communications, student services, and labor partners. Use neutral, consistently applied rules addressing safety, access, disruption, trespass, threats, property damage, and school operations. Education Code sections 32210–32212 address willful disturbance of public schools, but real incidents may also implicate constitutional, labor, student-discipline, disability, public-meeting, and local requirements; obtain current legal guidance.

Operational intelligence with guardrails

  • Use public and official information for a defined safety purpose; verify before acting and distinguish observed facts, reports, and analysis.
  • Do not create dossiers based on protected speech, association, religion, immigration status, or viewpoint; define authority, access, retention, and review.
  • Map impacts to entrances, accessible routes, buses, food delivery, athletics, after-school programs, and emergency vehicle access.
  • Establish one authoritative incident log for decisions, closures, messages, injuries, damage, expenses, and service impacts.
  • Preserve relevant video and access records under approved retention and legal-hold procedures; protect bystanders and minors from unnecessary disclosure.

Communications and continuity

  • Preapprove accessible multilingual messages for normal operations, changed entrances, transportation, secure campus, closure, reunification, and restoration.
  • State confirmed facts, expected action, time of next update, and authoritative source; correct misinformation without amplifying it.
  • Prepare alternate entrances, work locations, meeting formats, delivery points, bus routes, remote services, and instructional continuity.
  • Protect district websites, social accounts, mass-notification tools, and administrator accounts with MFA, delegated access, logging, and emergency recovery.
  • Coordinate family assistance and trauma-informed supports after violence or frightening events.

Exercise scenario

Test a large demonstration during dismissal with a blocked bus entrance, false social-media reports of violence, a counter-demonstration, an accessibility-route problem, and a mass-notification outage. Evaluate neutral decision criteria, verification, traffic separation, student accounting, message speed and accuracy, continuity, documentation, and de-escalation.
