Evacuation, Accountability, and Reunification

Move people away from danger, maintain reliable accountability without exposing sensitive data, and reunify every student through a controlled, accessible process.

When ordered to evacuate: follow alarms, staff direction, and first-responder instructions immediately. Use the route and destination judged safe for the actual hazard; do not retrieve belongings or reenter until authorized.

One function, multiple hazards

Evacuation procedures should address on-site relocation, off-site evacuation, reverse evacuation, transportation, family reunification, and relocation across district boundaries. Preselect primary and alternate assembly and reunification locations, but authorize incident command to change them when fire, smoke, violence, chemical release, wind, damaged roads, or utilities make a location unsafe.

ReconciliationAssign one authoritative incident record, log manual changes, and reconcile back to systems of record after restoration.

Accessible reunification

  • Plan transportation, evacuation chairs or other approved supports, communication assistance, service animals, medication, and personal assistance for students, staff, and visitors with access or functional needs.
  • Use trained check-in and release teams, identification and custody verification, exception handling, a private problem-resolution area, and a documented transfer of responsibility.
  • Provide multilingual, accessible messages through more than one channel and prevent public messages from revealing tactical or personally identifiable information.
  • Plan for families without cars, phones, internet, identity documents, or English fluency and for children whose authorized adult cannot arrive.
  • Keep first responders’ routes and emergency operations separate from family traffic.

Evidence and exercises

Measure time to clear, time to first and complete accountability, unresolved people, message delivery, bus availability, accessible support performance, release exceptions, and reconciliation errors. Exercise during lunch, passing periods, athletics, before/after-school programs, and network failure—not only from seated classrooms.
