Biological Hazard and Infectious-Disease Readiness
Coordinate health response, worker protection, privacy, continuity, and reliable data without turning sensitive health information into a second emergency.
Exposure or release: isolate the immediate area when safe, avoid contact, and follow the site exposure-control and emergency plan. Call 911 for life-threatening conditions. Notify the designated administrator, school health lead, and appropriate public-health or hazardous-materials authority; do not improvise cleanup.
Different hazards require different plans
Distinguish routine blood or body-fluid exposure, communicable-disease outbreaks, contaminated food or water, laboratory incidents, suspicious substances, and intentional biological threats. The response authority, personal protective equipment, isolation, decontamination, reporting, evidence preservation, and public messaging are not interchangeable.

Minimum necessary collection
Define each field’s purpose, legal authority, owner, access, retention, and disposal; avoid speculative or stigmatizing notes.
Authoritative case workflow
Use controlled status definitions and time-stamped sources; separate suspected, confirmed, exposed, cleared, and unknown; correct errors promptly.
Limited access
Role-based access, MFA, audit logs, secure exchange, and approved devices; prohibit open spreadsheets and broad email distribution.
Disclosure decisions
Route public-health and emergency disclosures through designated officials; document recipient, basis, information, purpose, and date.
Continuity
Prepare staffing, attendance, meal, device, remote instruction, special education, health-service, and family communication workflows for sustained absence or closure.
Preparedness controls
Maintain the applicable bloodborne-pathogens exposure control plan, universal/standard precautions, training, vaccination provisions, post-exposure process, regulated-waste procedures, and records.
Identify public-health, poison-control, environmental-health, laboratory, hazardous-materials, emergency-management, and employee-health contacts.
Stock and rotate approved PPE, hygiene, spill, isolation, ventilation, and communication supplies based on a hazard assessment.
Preapprove accessible multilingual messages that protect privacy and distinguish instructions from unverified information.
Test remote or distributed operations and restore data from protected backups; retain critical health and special education access during disruption.
Privacy in an emergency
FERPA’s health-or-safety emergency exception is limited to an actual, impending, or imminent emergency and permits necessary disclosure to appropriate parties; it is not blanket permission to publish identifiable information. Determine whether FERPA, California student-record law, employment confidentiality, or another rule applies to a particular record and document the decision.
