SELA0301: SELA Record Is Not Permitted for the Grade Level

CALPADS rejects SELA records for grade levels IN, TD, PS, and AD. The file either includes an ineligible grade or the student’s enrollment grade is wrong.

Focus fields: Record Type (12.01), ELAS Code (12.13), and enrollment Grade Level (SENR 1.24)

Recommended correction path

    Confirm the student and enrollment

    Verify the SSID, school, enrollment date, and grade in the current SENR record. A mismatched SSID or stale grade can make a valid student appear ineligible.

    Identify excluded grade levels

    Remove SELA transactions for IN, TD, PS, or AD when those grades are accurate. Do not change a grade simply to permit a SELA upload.

    Correct an inaccurate SENR grade first

    If the enrollment grade is wrong, correct the authoritative SIS and SENR data, verify the change in CALPADS, and only then retry the SELA workflow.

    Handle TK deliberately

    Transitional kindergarten has separate current ELPAC participation rules. Do not treat TK as prekindergarten or apply an outdated CELDT-era assumption; consult current CDE guidance.

    Regenerate a scoped file

    Exclude ineligible rows, resubmit only appropriate records, and verify that no automated export rule reintroduces the excluded grade levels.

Before closing the ticket

  • Save the rejected-record details and the evidence used for the correction.
  • Confirm the fix in CALPADS—not only in the SIS export preview.
  • When ELPAC eligibility is affected, coordinate directly with the LEA ELPAC coordinator and verify TOMS after the normal data exchange.
