Which side is wrong?

Authoritative finding ELAS directionPrimary-language direction
Only English or ASL reported on original HLSEO may be supportedUse current eng or ase mapping
A non-English language was reportedDo not force EO; follow initial-identification rulesUse the supported language code
CALPADS already contains EL/IFEP/RFEPPreserve accurate statewide historyDo not overwrite with an EO default
HLS or classification was erroneousUse authorized correction workflowRetain evidence and approvals

EO is not shorthand for “speaks English well.” EL and RFEP students may be fluent English speakers while retaining a non-English primary language and their established ELAS history.

Recommended correction path

  1. 1

    Inspect the raw codes

Verify the export uses current eng or ase values and not a stale local crosswalk.

  2. 2

    Review the original HLS

Determine whether EO was supported at initial identification.

  3. 3

    Read statewide history

Check for existing TBD, EL, IFEP, or RFEP records before changing status.

  4. 4

    Correct with evidence

Repair the language mapping or use the proper ELAS correction process; never make both fields agree by guesswork.

  5. 5

    Audit other EO rows

Sample records from the same SIS rule and confirm CALPADS/TOMS results.
