Rule: One student may not have multiple SELA records with the same ELAS Start Date.
Every genuine event needs its own place

Normal hierarchy: TBD → EO or IFEP, or TBD → EL → RFEP. Separate events must be chronologically distinct and evidence-based.
Do not delete the correct ODS event to make a new row post. Determine whether the new transaction is redundant or whether an earlier record is genuinely wrong.
