SELA0520: EL or IFEP Change Lacks a Valid Correction Reason
EL and IFEP results normally flow from TOMS to CALPADS. A manual EL/IFEP addition or update requires an allowed correction reason and must follow the current online-maintenance rules.

Identify who should create the record
If Initial ELPAC testing was completed, first determine whether TOMS is expected to send the EL or IFEP result. Do not create a competing batch record while that exchange is pending.

Check TOMS and CALPADS timing
Verify the student, SSID, test completion, and current status in both systems. Document when the result became available and allow the normal exchange cycle before assuming manual intervention is required.

Use online maintenance for a true correction
When authoritative evidence shows a manual correction is necessary, choose only a currently permitted correction reason and follow CALPADS online-maintenance guidance.

Keep EL and IFEP out of routine SELA batches
Adjust the SIS export so it does not repeatedly submit TOMS-generated EL or IFEP statuses. Maintain those values locally for operations without treating them as ordinary batch additions.

Verify one authoritative result
Confirm CALPADS displays the correct status/date, no duplicate transaction remains, and TOMS reflects the student’s appropriate testing eligibility.
Before closing the ticket
- Save the rejected-record details and the evidence used for the correction.
- Confirm the fix in CALPADS—not only in the SIS export preview.
- When ELPAC eligibility is affected, coordinate directly with the LEA ELPAC coordinator and verify TOMS after the normal data exchange.
