This certification error applies when all of the following are true:

  • The SELA record is effective on Fall 1 Census Day.
  • The English Language Acquisition Status Code is RFEP.
  • A SENR record exists for the same Reporting LEA.
  • The SENR Enrollment Status Code is 10 — Primary or 30 — Short-Term.
  • The RFEP ELAS Start Date equals the SENR Enrollment Start Date.
  • The enrollment is not excluded because of Student Exit Reason Code N470 — NoShowOther.

    Compare the two dates directly

    Determine whether the RFEP ELAS Start Date is at least one calendar day after the applicable Enrollment Start Date. Do not compare upload, extract, or certification-generation dates.

    Update or submit the SENR record when the enrollment date is wrong, or update the SELA record when the RFEP date is wrong. Preserve the complete ELAS progression and correct the owning SIS or EL-system mapping.
