In Plain Language: Complete the locally approved four-criteria process when the pupil qualifies, record an accurate RFEP ELAS start date, post the SELA record, and reconcile the pupil to the current-year RFEP report before EOY certification.

Why this matters

A reclassification decision affects services, annual ELP assessment, public counts, and four-year monitoring. Backdating for convenience or missing the enrollment relationship can misattribute or exclude the pupil.

Primary ownership

Primary owner: EL program administrator. Handoff partners: teacher, parent, assessment, CALPADS/SIS, special education, registrar, and EOY certifier.

Operational workflow

  1. 1. Verify all four locally approved criteria, including parent consultation and disability considerations.
  2. 2. Approve and date the decision; update program/service instructions.
  3. 3. Enter the RFEP SELA record with an authorized date and confirm successful CALPADS posting.
  4. 4. Reconcile pupil-level RFEP results in the current EOY 1 environment and retain certification evidence.
  5. 5. Open the four-year monitoring record and notify receiving staff if the student transfers.
