Report English learner reclassification using 2025–26 ELPAC results

Use the 2025–26 assessment results to identify students, post their new status in CALPADS and reconcile the 2026–27 school count.

An English learner qualifies for reclassification with an overall performance level of 4 on the Summative ELPAC or 3 on the Summative Alternate ELPAC. Under AB 2555, the applicable overall score is the sole statewide criterion for this cohort. The current LEA must reclassify eligible students by January 31, 2027. Identify the students your district must report

  1. The assessment coordinator downloads the roster. In the Test Operations Management System (TOMS), open Reports, select LEA Reports and request the ELPAC Students Meeting Reclassification Criteria 1 Report for the 2025–26 administration. The report identifies qualifying students currently enrolled in the LEA, including students who tested elsewhere. TOMS report instructions.
  2. The EL program lead and registrar check each student. Match the statewide student identifier (SSID) to the current enrollment, school and CALPADS English Language Acquisition Status (ELAS). A student already certified as reclassified fluent English proficient (RFEP) in 2025–26 stays in that year’s count. For a transfer who still has EL status, the currently enrolling LEA handles the transition, even if another LEA administered the test. CDE reporting instructions.

Update the SIS, then post the SELA record

The program lead confirms eligibility. The student information system (SIS) owner records RFEP and its effective date. The CALPADS coordinator then submits the Student English Language Acquisition (SELA) record with the following values. Flash 333, reporting fields and dates.

Verify the posting and the school count

Read the posted CALPADS record back against the SIS. Confirm the SSID, current school, RFEP status and effective date. When the end-of-year reports are available, reconcile the confidential student list to the school count. For the 2026–27 EOY 1 count, the reporting period is July 1, 2026 through June 30, 2027. CALPADS counts the student at the school where reclassification occurred if the RFEP start date on the SELA record overlaps a qualifying enrollment. Retain the restricted TOMS result, enrollment match, SIS change and evidence of the posted record together. Give the verified RFEP date to the EL program team to start the student’s monitoring record and to the receiving school when appropriate. SDLA four-year monitoring guide.

From the TOMS roster to a verified RFEP record

The current LEA checks the TOMS roster and enrollment, posts the RFEP record, reconciles the school count and starts monitoring.

Which timeline applies next?

Use this transition process for students who qualified on 2025–26 results. For students who qualify on a later administration, check CDE’s instructions for that cohort before assigning dates. Why the SELA reference still mentions four criteria

The online SELA manual’s RFEP code definition retains the former criteria for teacher evaluation, parent consultation and basic skills. For this 2025–26 score cohort, use the threshold in the October 2 webinar and the submission instructions in Flash 333.
