Understanding the Error: This error is triggering because the student is on an ISP plan (Education Plan = 200) on census day and either the student 1) has no enrollment or 2) is enrolled in only public school. Students may only be on an ISP plan for up to 30 days while enrolled in only public schools. If the enrollment in public school is longer than 30 days, the student's Education Plan needs to be changed to an IEP (Education Plan Code = 100). If the student is no longer eligible and participating the SWD Status record should be updated with a date on or before census day indicating the non-participation reason. Suggested Resolution: Ensure the education plan for the student is correct. If the student is not enrolled in a private school and the ISP has been effective for longer than 30 days, then either 1) submit the private school enrollment (School of attendance = 0000002) or 2) submit an updated Education Plan effective on census day where the Education plan = 100 (IEP) or 3) add a new Student with Disabilities Status (SWDS) record where Special Education Status Code = 2 – Eligible and Not Participating with a non-participation status code of either 1) 24 - withdrawal [if status start date is prior to July 1, 2024] or 2) 29 – Eligible Cessation of Service without Revocation [if status start date is greater than or equal to July 1, 2024].
