Why this appears after records have posted
Transactional validation asks whether an individual record is structurally and logically acceptable. Fall 1 certification rebuilds a snapshot and asks whether the resulting collection is complete and credible across schools, students, programs, histories, and anomalies. Passing the first test does not guarantee passing the second.

Verify the LEA, reporting year, snapshot revision, and that the count truly represents no qualifying code 191 records.

Compare the authorized current-year identification roster or case-management record with the SIS and CALPADS populations.

For each identified student, compare SSID, school, qualifying enrollment, program code, membership dates, dwelling type, and unaccompanied-youth indicator.

Update the authoritative program/SIS record and SPRG extract; avoid a one-time file edit that will be overwritten.
