Why this appears after records have posted

Transactional validation asks whether an individual record is structurally and logically acceptable. Fall 1 certification rebuilds a snapshot and asks whether the resulting collection is complete and credible across schools, students, programs, histories, and anomalies. Passing the first test does not guarantee passing the second.

Data evaluated

  • SPRG program data
  • 3.13 — Education Program Code
  • 3.15 — Education Program Membership Start Date
  • Qualifying enrollment and reporting period

Six questions that resolve the certification finding

Certification questionWhat to establishEvidence to use
What passed transactional validation?Other enrollment and program records may have posted successfully.SENR/SPRG submission details and ODS records
What did the snapshot expect?Enrollment patterns make a complete absence of Homeless Program records worthy of review.LEA enrollment population and program snapshot
What is absent or inconsistent? No qualifying SPRG code 191 record is represented for the LEA.Homeless liaison roster, SIS program data, and CALPADS program records
Which system owns the correction? The homeless liaison/program process owns identification; the SIS or program system owns the source value; SPRG carries it to CALPADS.Authorized housing questionnaire and liaison determinations
Which transaction is required?Add/correct code 191 records only for identified students; if zero is verified, no false records should be created.Program start/end dates, school, SSID, dwelling type, and unaccompanied-youth indicator
Which reports prove resolution?Program totals and student-level lists must agree with the liaison’s supported population.1.0 Certification Errors, applicable program participant lists, and current Homeless reports

A zero is a question, not a conclusion

Concrete code 191 checks

  • The correct SSID and school are used.
  • Education Program Code is 191.
  • The Program Membership Start Date reflects the supported identification date.
  • The record overlaps the qualifying enrollment/reporting context.
  • Required Homeless Dwelling Type and Unaccompanied Youth information are supplied accurately.
  • An end date has not prematurely removed the student from the applicable population.

Recommended correction path

  1. 1

    Confirm the warning’s scope

Verify the LEA, reporting year, snapshot revision, and that the count truly represents no qualifying code 191 records.

  2. 2

    Reconcile with the homeless liaison

Compare the authorized current-year identification roster or case-management record with the SIS and CALPADS populations.

  3. 3

    Trace every supported student

For each identified student, compare SSID, school, qualifying enrollment, program code, membership dates, dwelling type, and unaccompanied-youth indicator.

  4. 4

    Correct the owning workflow

Update the authoritative program/SIS record and SPRG extract; avoid a one-time file edit that will be overwritten.

  5. 5

    Respect a verified zero

If the authorized review confirms no identified students, retain documentation and do not manufacture code 191 records.

  6. 6

    Refresh and reconcile reports

Confirm CERT111’s expected result and compare aggregate program counts with student-level program or Homeless reports available for the selected reporting context.
