Why this appears after records have posted
Transactional validation asks whether an individual record is structurally and logically acceptable. Fall 1 certification rebuilds a snapshot and asks whether the resulting collection is complete and credible across schools, students, programs, histories, and anomalies. Passing the first test does not guarantee passing the second.

Six questions that resolve the certification finding

Start with the two legitimate explanations

Concrete enrollment checks
- School of Attendance is the intended seven-digit school code.
- Enrollment Start Date is on or before census day.
- Enrollment Exit Date does not remove the student before the qualifying snapshot date.
- Enrollment Status and grade are eligible for the relevant Fall 1 report.
- The records posted to the intended LEA and academic year.
- The snapshot was regenerated after the last accepted SENR correction.

Confirm exactly which school CALPADS marks as expected and the expectation applicable to Fall 1.

Establish whether the school truly served students
Use the official census-day enrollment roster and school operational records; do not infer enrollment from the school merely being open.

Compare SIS, SENR file, ODS, and snapshot
Find the first layer where expected students disappear or move to another school, date, grade, status, LEA, or academic year.

Correct the authoritative problem
Repair and resubmit real SENR records, or pursue correction of an inaccurate school expectation through the proper authorized channel.

Regenerate and reconcile
Confirm the school appears correctly on 1.1 and 1.2 and CERT001 disappears from 1.0.
