Why this appears after records have posted

Transactional validation asks whether an individual record is structurally and logically acceptable. Fall 1 certification rebuilds a snapshot and asks whether the resulting collection is complete and credible across schools, students, programs, histories, and anomalies. Passing the first test does not guarantee passing the second.

Why dropout counts are not simply “who left our school”

Fall 1 dropout logic considers exit reason, grade, reporting-cycle dates, and qualifying subsequent enrollment. CALPADS also distinguishes the LEA view from the state view: statewide enrollment activity can change whether a student ultimately remains counted as a dropout.

Recommended correction path

    Identify the students behind the count

    Use the current Fall 1 dropout student-level reports rather than attempting to solve an aggregate number.

    Reconstruct each enrollment sequence

    Compare prior enrollment, current exit, subsequent enrollment, school, grade, and reporting-cycle dates across the SIS and CALPADS.

    Verify documentary evidence

    Use withdrawal documentation, records requests, cumulative records, and confirmed receiving-school information as locally authorized.

    Correct current records first

    Replace inaccurate current SENR values and resubmit; do not rewrite a valid exit merely to force agreement with the prior snapshot.

    Escalate an irreconcilable historical baseline

    If the current dropout records are supported but the prior certified enrollment is wrong and locked, retain the reconciliation and seek CALPADS guidance.

    Regenerate and compare views

    Confirm CERT019 clears and review both LEA and state-view dropout reports for the intended outcome.
