5.6 - Foster Youth Enrolled - Count

County / Authorizing LEA Aggregate count

See how many students are currently identified as foster youth in each school and grade within the selected county scope.

Authorized county office of education or charter-authorizing LEA staff with the CALPADS “County or Authorizing LEA Reports” role. The report uses the current date.

Aggregate counts. Review small cells and local disclosure rules before sharing.

Who counts today

The California Department of Social Services (CDSS) foster youth match must identify the student as currently in foster placement or foster family maintenance on the day the report runs. Check primary (10) and short-term (30) enrollments. Use the most recent open enrollment at the school that overlaps the report date. A student can also qualify when the most recent enrollment record carries exit code E155, regardless of the exit date. An E155 on an older record does not qualify the student through that exception.

Read the county and grade totals

The county of jurisdiction identifies the placing county. The county of enrollment identifies where the student is enrolled. Use the jurisdiction filter to include students placed by your county, enrolled in your county, or both. The grade total combines foster placement and foster family maintenance. The map shows voluntary placement in a separate column.

When a grade total needs review

The description and the selection criteria in the October 7, 2026 report map give different grade lists. Check the grade filter and the records returned for the school before drawing a conclusion about a disputed grade. For a student-level review, open C/A 5.7 with the same county, school and grade selections.

County / Authorizing LEA Confidential student list

Trace a C/A 5.6 current-foster count to individual students using the confidential county or authorizing LEA list.

Authorized county office of education or charter-authorizing LEA staff with the CALPADS “County or Authorizing LEA Reports” role. The report uses the current date.

Confidential student list. Only authorized staff may access or share student-level information.

Apply the student list’s selection rules

The California Department of Social Services (CDSS) foster youth match must identify the student as currently in foster placement or foster family maintenance on the day the report runs. The 5.7 map specifies transitional kindergarten (TK), kindergarten (KN) and grades 1–12. Check primary (10) and short-term (30) enrollments. Use the most recent open enrollment at the school that overlaps the report date. A student can also qualify when the most recent enrollment record carries exit code E155, regardless of the exit date. An E155 on an older record does not qualify the student through that exception.

Trace a school count to students

Use the same run date, counties, school, grade and enrollment status as the count. Match the student by SSID, check enrollment status and dates, then review the local and statewide match indicators. Keep the 5.7 grade rule specific to this list while the 5.6 map gives conflicting grade descriptions.

When one student appears twice

The map can return a row for each open case ID associated with a single client ID. Compare SSIDs and case records before treating two rows as two students. Keep names, IDs and foster case details within the authorized review.

5.8 - Former Foster Youth Enrolled - Count

County / Authorizing LEA Aggregate count

Review former foster youth by school and grade and see how many distinct students contribute to the total.

Authorized county office of education or charter-authorizing LEA staff with the CALPADS “County or Authorizing LEA Reports” role. The report uses the current date.

Aggregate counts. Review small cells and local disclosure rules before sharing.

Which students qualify

The student must have been identified as foster during the current academic year and must have left foster status by the report date. CALPADS uses the LCFF Foster End Date in the foster match results to identify an ended episode. Check for any active episode on the report date. A foster episode confined to a prior academic year does not qualify.

Select the school and enrollment

The map covers TK, kindergarten and grades 1–12. Check primary (10) and short-term (30) enrollments. Use the most recent open enrollment at the school that overlaps the report date. A student can also qualify when the most recent enrollment record carries exit code E155, regardless of the exit date. An E155 on an older record does not qualify the student through that exception. The county of jurisdiction and county of enrollment filters determine the county scope.

Read the unduplicated total

The grade columns count qualifying students by grade. The unduplicated total counts each distinct student represented in those grade counts once within the selected scope. When reconciling with C/A 5.9, match the filters and count distinct SSIDs. Two detail rows for the same SSID contribute one student to that total.

5.9 - Former Foster Youth - Student List

County / Authorizing LEA Confidential student list

Use this confidential list to identify the students behind the C/A 5.8 former-foster count and verify why each student qualifies on the report date.

Authorized county office of education or charter-authorizing LEA staff with the CALPADS “County or Authorizing LEA Reports” role. The report uses the current date.

Confidential student list. Only authorized staff may access or share student-level information.

Compare the foster end date with today’s report date

The student must have been identified as foster during the current academic year and must have left foster status by the report date. CALPADS uses the LCFF Foster End Date in the foster match results to identify an ended episode. Check for any active episode on the report date. A foster episode confined to a prior academic year does not qualify.

Read an ended episode

For an October 15 report, a student identified as foster in September of the same academic year whose episode ended October 1 can qualify if the enrollment rules are met. A student still in care on October 15 is outside this former-foster list. A student whose only episode ended in the preceding academic year is also outside it.

Reconcile the list to C/A 5.8

Use the same run date, county of jurisdiction, county of enrollment, school and grade as the count. The list covers TK, kindergarten and grades 1–12. Check primary (10) and short-term (30) enrollments. Use the most recent open enrollment at the school that overlaps the report date. A student can also qualify when the most recent enrollment record carries exit code E155, regardless of the exit date. An E155 on an older record does not qualify the student through that exception. Compare distinct SSIDs with the 5.8 unduplicated total. Review the underlying match and enrollment dates for each discrepancy within the authorized team.
