CERT053 is produced when the school has no SASS records with Staff Job Classification 13 or 14 in the Fall 2 snapshot. Determine whether this represents a legitimate zero or an omitted teacher population before changing any data.
A warning is a review requirement, not automatic proof of missing data. If authoritative staffing and scheduling evidence confirms that the school has no teachers to report, no further action is necessary. Otherwise, submit the missing, supported Staff Assignment records.

Compare the school’s HR roster, master schedule, actual staffing model, and current Fall 2 reporting requirements. If no teachers are reportable, document the review and make no unsupported change.

Identify every omitted assignment
If teachers should be reported, identify each SEID, School of Assignment, documented duties, and the appropriate current job classification. Review every site separately for multi-school staff.

Correct the authoritative source
Repair missing or incorrect HR assignments and classification mappings before producing the replacement SASS data. Do not use a prior-year or convenient classification to force the record through.

Submit the supported SASS records
Submit the applicable teacher assignments using classification 13 for instructional assignments and classification 14 for supported non-instructional assignments. Report both when the documented duties require both.

Regenerate and reconcile
Allow processing to complete, regenerate the Fall 2 revision, and compare Reports 4.4 and 4.5 with the HR roster and master schedule. Confirm that the corrected teacher population is complete and accurately classified.
