SELA0549: Invalid Deletion of an English Learner Record

CALPADS will not allow deletion of the EL record when a later RFEP record exists. RFEP documents reclassification from EL; removing EL would destroy the logical history supporting that outcome.

Recommended correction path

    Stop and preserve the audit trail

    Do not repeatedly delete records until one posts. Export or document the student’s complete SELA history, including reporting LEA and effective dates.

    Determine what is truly wrong

    Use Initial/Summative ELPAC evidence, the approved reclassification record, and local EL files to decide whether the EL record, RFEP record, or only a date is inaccurate.

    Use a change when the EL record needs correction

    If the student was correctly identified as EL but a value is wrong, follow the allowed correction workflow instead of deleting the foundational status.

    Remove RFEP only when reclassification itself is invalid

    Deleting RFEP is a consequential action. Do so only with authoritative evidence, required local approvals, and a plan to restore the correct current status and services.

    Reconcile CALPADS, SIS, and program records

    Confirm a valid EL-to-RFEP sequence remains, the RFEP date matches the approved decision, and four-year RFEP monitoring is not disrupted.

  • Preserve the evidence and approval supporting the correction.
  • Verify the result in CALPADS, not only the SIS.
  • When testing or RFEP is affected, reconcile TOMS and the assessment team’s roster.
