- 12.14 ELAS Start Date
Protected sequence: TBD → EL → RFEP
Deletion, correction, and reversal are not interchangeable
| Finding | Appropriate direction | Risk to avoid |
|---|---|---|
| EL was correct; a field/date is wrong | Correct the foundational EL record through the authorized process | Deleting valid identification history |
| RFEP and reclassification are correct | Preserve both EL and RFEP | Changing RFEP to EO because the student is proficient |
| RFEP itself is unsupported | Review and correct RFEP with required evidence and approvals | Removing RFEP without restoring the accurate current status/services |
| Initial EL classification was erroneous | Use the applicable correction-of-classification process | Deleting EL while leaving dependent RFEP behind |
Never “undo” history by trial-and-error deletion. Preserve an audit copy of the complete SELA timeline and determine exactly which event is inaccurate before changing anything.
Recommended correction path
- 1
Freeze and document the timeline
Capture every SELA code, date, Reporting LEA, record owner, and the rejected deletion.
- 2
Review both determinations
Use Initial and Summative ELPAC evidence, original language records, local reclassification criteria, approval records, and the RFEP effective date.
- 3
Identify the actual error
Determine whether EL classification, an EL date, RFEP decision, RFEP date, SSID, or record ownership is wrong.
- 4
Use the least destructive valid correction
Correct a value rather than deleting a supported status. Remove RFEP only when reclassification is proven invalid and authorized staff have defined the accurate replacement history.
-
5
Coordinate ownership and services
Engage the owning LEA/CALPADS Support, EL program lead, ELPAC coordinator, and authorized records staff as needed.
- 6
Reconcile every downstream system
Verify CALPADS, SIS, TOMS, assessment eligibility, services, reporting, and required RFEP monitoring remain accurate.
