SELA0280: Primary Language and ELAS Combination Is Not Valid

A student reported as EL, IFEP, RFEP, or TBD cannot simultaneously carry English or American Sign Language as the primary-language value under this rule. One of the two fields does not reflect the authoritative record.

Recommended correction path

    Return to the Home Language Survey

    Use the original signed survey and approved local procedures to establish the language information. Do not choose a language code merely to clear the fatal error.

    Check the current code set

    Verify the exact CALPADS language code used by the export. Current guidance recognizes English as 00 or eng and American Sign Language as ase; do not rely on an old local crosswalk.

    Verify the ELAS evidence

    Confirm whether the student is truly EO, TBD, EL, IFEP, or RFEP using CALPADS history and the applicable assessment or reclassification documentation.

    Correct the wrong source field

    Fix the primary-language mapping or ELAS value in the SIS. If the Home Language Survey itself requires correction, follow the LEA’s documented correction process and retain the audit trail.

    Resubmit and inspect both systems

    Confirm the SELA record posts with the intended combination and that testing staff see the expected eligibility after CALPADS and TOMS exchange data.

Before closing the ticket

  • Save the rejected-record details and the evidence used for the correction.
  • Confirm the fix in CALPADS—not only in the SIS export preview.
  • When ELPAC eligibility is affected, coordinate directly with the LEA ELPAC coordinator and verify TOMS after the normal data exchange.
