SENR0631: Invalid Graduation Exemption Based on Enrollment Exit Date

A Graduation Exemption Indicator was submitted for an enrollment with an Exit Date before July 1, 2023. Verify the student’s actual completion event and exit chronology, then remove an inapplicable indicator or correct a genuinely inaccurate source value.

Official validation

Graduation Exemption Indicator must not be populated when Enrollment Exit Date is before July 1, 2023.

  • 1.25 — Enrollment Exit Date
  • 1.27 — Student School Completion Status
  • 1.35 — Graduation Exemption Indicator
  • Severity: Fatal
  • Type: Input Validation

Correct the field that is factually wrong

Exit Date before July 1, 2023 is correct

The Graduation Exemption Indicator is not valid for that enrollment chronology.

Action: Remove the indicator from the authoritative record and verify the completion information remains accurate.

Exit or completion information is inaccurate

Authoritative enrollment or completion evidence establishes that one or more submitted values are wrong.

Action: Correct the inaccurate source fields and reassess whether the indicator is permitted and supported.

Reconstruct the reported completion event

  • Enrollment chronology: confirm the student, school, Enrollment Start Date, Enrollment Exit Date, and surrounding enrollment records.
  • Completion evidence: compare the submitted completion status with the transcript, diploma or certificate record, and local graduation review.
  • Exemption evidence: determine whether the local source contains a supported exemption determination and whether it applies to this completion record.
  • SIS and extract: identify whether a default, rollover, historical conversion, or field mapping populated the indicator on pre-July 2023 exits.
  • Affected population: look for other historical completers with the same indicator, school, process, import, or conversion pattern.

Recommended resolution

  1. Preserve the rejected transaction

Capture the submission ID, SSID, school, raw SENR row, and exact values in fields 1.25, 1.27, and 1.35.

  2. Confirm the intended enrollment

Match the rejected row to the correct student, school, enrollment segment, academic year, and completion event.

  3. Verify the Enrollment Exit Date

Use enrollment, attendance, and completion records to establish the factual end of the enrollment.

  4. Verify completion and exemption information

Confirm the Student School Completion Status and any exemption determination from authoritative records and current CALPADS definitions.

  5. Remove an inapplicable indicator

When the supported Exit Date is before July 1, 2023, clear field 1.35 in the authoritative source without changing the factual exit or completion record.

  6. Correct other inaccurate values when supported

If evidence shows the Exit Date or Completion Status is wrong, correct its owning record and then reevaluate the indicator under the current rule.

  7. Repair systemic population logic

Fix any default, historical conversion, rollover, import, or extraction rule that sends Graduation Exemption Indicator for ineligible historical exits.

  8. Regenerate and verify

Inspect fields 1.25, 1.27, and 1.35, resubmit, and confirm SENR0631 clears without altering the student’s supported chronology.

Close only after verification

  • The Enrollment Exit Date and Completion Status match authoritative student records.
  • Field 1.35 is blank when the supported Exit Date is before July 1, 2023.
  • Any populated indicator is both permitted by the date rule and supported by the student’s exemption determination.
  • The SIS, regenerated SENR row, and accepted CALPADS record agree.
  • Historical conversion or defaulting defects have been checked across the affected population.
