Rule: Graduation Exemption Indicator must be blank when Enrollment Exit Date is before July 1, 2023.

Do not backfill this newer field onto older graduates. Even if an older student received some form of local-requirement exemption, field 1.35 is not valid for an exit before July 1, 2023.

    Compare diploma, transcript, graduation list, and field 1.25.

    Remove the indicator if historical

    Leave field 1.35 blank when the factual date precedes July 1, 2023.

    Never move a graduation date forward merely to preserve the indicator.
