CALPADS rule: An enrolled, eligible, and participating student with disabilities must have a current Education Plan.
Transfer context: When the student transfers to a new LEA, the receiving LEA must submit a PLAN record with an effective start date before Census Day—by adopting the existing plan or submitting an appropriate new plan.

Three records answer different questions

The Reporting LEAs do not always have to match. Official guidance notes that the Reporting LEA on the SWDS record need not be the same as the Reporting LEA on the SENR record overlapping Census Day. Do not force the identifiers to match without first determining which LEA holds each reporting responsibility.
