Three records answer different questions

RecordWhat it establishesCheck for SENR0606
SENREnrollment school, LEA, dates, status, and gradeDoes an enrollment overlap Census Day and match the intended student?
SWDSSpecial-education eligibility and participation statusIs the student still eligible and participating, or should a dated status change/exit have been reported?
PLANThe active education plan, type, effective dates, and responsible reporting contextIs there a current plan effective before Census Day at the applicable LEA?

The Reporting LEAs do not always have to match. Official guidance notes that the Reporting LEA on the SWDS record need not be the same as the Reporting LEA on the SENR record overlapping Census Day. Do not force the identifiers to match without first determining which LEA holds each reporting responsibility.
