Two sides of the biliteracy determination

RequirementCurrent evidence pathways includeImportant distinction
English proficiencyQualifying ELA coursework or an approved qualifying assessment pathwayStudents currently classified as English learners also have an additional English oral-proficiency requirement.
Proficiency in another languageQualifying AP, IB, ACTFL, district-approved assessment, or qualifying four-year coursework plus oral proficiencyCourse enrollment alone does not establish speaking, reading, and writing proficiency.
High school graduationA standard high school diploma represented by Completion Status 100The seal is awarded to graduates; it is not a stand-alone diploma or replacement credential.

Use the current CDE requirements for the graduating class; the pathways and thresholds have changed over time.

Bilingual, biliterate, and enrolled in a language course are not interchangeable. A student may speak two languages socially yet lack the documented proficiency required for the seal. Conversely, multilingual learners and students studying a new language may qualify through the published evidence pathways when all requirements are met.

Recommended correction path

  1. 1

    Verify the standard diploma

Confirm the student earned the credential represented by Completion Status 100.

  2. 2

    Review current requirements

Use the CDE State Seal criteria applicable to the graduating class.

  3. 3

    Verify English proficiency

Document the qualifying coursework or assessment pathway and any additional requirement for a currently classified English learner.

  4. 4

    Verify another language

Document the qualifying assessment or coursework pathway and required oral proficiency.

  5. 5

    Confirm the LEA award record

Verify that the student was approved as a recipient; do not infer eligibility from language background.

  6. 6

    Correct status or indicator

Change the unsupported value while preserving the factual diploma and award record.

  7. 7

    Resubmit and verify

Confirm SENR0316 clears and the diploma, transcript, SIS, award list, and CALPADS agree.
