What CALPADS is rejecting

Student School Transfer Code must be populated if Student has an enrollment status of primary or short-term and if Reporting LEA is a COE and the COE school is not a charter school or not a Juvenile Court School OR A charter school operating a County Community, Opportunity or Special Education program.

CALPADS rule: Student School Transfer Code is conditionally required for qualifying Primary (10) or Short-Term (30) enrollments involving specified COE schools or charter schools operating County Community (COMM), Opportunity (OPP), or Special Education (SPEC) programs.

Version 18 also identifies: qualifying District of Choice enrollments whose most recent prior California public-school enrollment was in another district.
