SENR0191: Invalid Expected Receiver School of Attendance

Field 1.28 does not contain a valid seven-digit School code. Confirm which eligible school the student is expected to attend, then submit the School portion of its CDS code without changing or guessing the destination.

Official validation

Expected Receiver School of Attendance must be a valid seven-digit School (S) code.

  • Field validated: 1.28 — Expected Receiver School of Attendance
  • Severity: Fatal
  • Type: Input Validation

Submit the School portion, not another identifier

Correct structure

Length
Exactly seven digits
Meaning
The School (S) portion of the CDS code
Value
A valid eligible receiving school
Zeros
Any leading zero is preserved

Common wrong values

  • The complete 14-digit CDS code
  • A seven-digit County–District code
  • A locally assigned school number
  • A shortened code missing a leading zero
  • A code copied from a different destination

Identify where the value became invalid

  • Destination selection: verify the receiving institution and whether field 1.28 applies to the student’s exit circumstance.
  • Directory verification: confirm the official CDS code and the school’s identity and status for the relevant period.
  • SIS storage: determine whether the local next-school field stores a CDS code, local code, free text, or another identifier.
  • Extract mapping: confirm the SENR process selects the final seven-digit School portion and preserves leading zeros.
  • Enrollment segment: ensure the expected receiver belongs to the same enrollment exit represented by the submitted SENR row.

Recommended resolution

  1. Preserve the rejected transaction

Capture the submission ID, SSID, school, exit information, raw SENR row, and exact value transmitted in field 1.28.

  2. Confirm the expected receiver

Use the student’s transfer, placement, enrollment, or discipline-transfer documentation to establish the intended destination.

  3. Verify the official school code

Find the institution in the California School Directory and confirm its CDS identifier and relevant status. Use the final seven-digit School portion when the destination is eligible for this field.

  4. Correct the authoritative source

Update the appropriate SIS next-school or expected-receiver field. Preserve leading zeros and avoid hand-editing only the upload file.

  5. Repair shared mappings when necessary

If the SIS is correct, fix any crosswalk, truncation, numeric conversion, column selection, or full-CDS-to-school-code transformation that produced the rejected value.

  6. Regenerate and inspect

Confirm field 1.28 contains exactly the supported seven-digit School code and that the exit and receiver remain attached to the same enrollment segment.

  7. Submit and verify

Confirm SENR0191 clears and CALPADS displays the intended expected receiver without changing the student’s factual enrollment history.

  8. Check the affected population

Review other rows sharing the same receiver, school, crosswalk, import, or extraction rule for the same invalid-code pattern.

Close only after verification

  • The receiving school is supported by the student’s actual exit or placement evidence.
  • Field 1.28 contains the correct seven-digit School portion of the CDS code.
  • Leading zeros and code meaning are preserved from the SIS through the extract.
  • CALPADS shows the intended expected receiver after acceptance.
  • Any shared crosswalk or extraction defect has been checked across other affected records.
