Recommended resolution
Preserve the rejected transaction
Capture the submission ID, SSID, school, exit information, raw SENR row, and exact value transmitted in field 1.28.
Confirm the expected receiver
Use the student’s transfer, placement, enrollment, or discipline-transfer documentation to establish the intended destination.
Verify the official school code
Find the institution in the California School Directory and confirm its CDS identifier and relevant status. Use the final seven-digit School portion when the destination is eligible for this field.
Correct the authoritative source
Update the appropriate SIS next-school or expected-receiver field. Preserve leading zeros and avoid hand-editing only the upload file.
Repair shared mappings when necessary
If the SIS is correct, fix any crosswalk, truncation, numeric conversion, column selection, or full-CDS-to-school-code transformation that produced the rejected value.
Regenerate and inspect
Confirm field 1.28 contains exactly the supported seven-digit School code and that the exit and receiver remain attached to the same enrollment segment.
Submit and verify
Confirm SENR0191 clears and CALPADS displays the intended expected receiver without changing the student’s factual enrollment history.
Check the affected population
Review other rows sharing the same receiver, school, crosswalk, import, or extraction rule for the same invalid-code pattern.
Close only after verification
- The receiving school is supported by the student’s actual exit or placement evidence.
