CALPADS rule: If Student Exit Reason Code equals E230 Completer Exit, Student School Completion Status Code must be populated.

Severity: Fatal   Type: Input Validation

Fields validated:

  • 1.26 Student Exit Reason Code
  • 1.27 Student School Completion Status Code

There are only two legitimate pathways. If a documented completion event occurred, retain E230 and populate the supported current completion status. If the student did not complete an academic program or the highest grade offered, replace E230 with the accurate current exit reason and leave Completion Status blank. Never select a status merely to fill the field.

Current completion-status choices for Version 18

Current combinations with E230 Completer Exit, effective July 1, 2026
CodeCompletion outcomeEvidence question
100Graduated with a standard high school diplomaWas the standard diploma actually awarded after all applicable requirements were met?
102Alternative Diploma PathwayWas the student eligible for and awarded the defined alternative diploma?
120Student with disabilities certificate of completionDoes disability status and the awarded certificate support this precise outcome?
250Adult Education high school diplomaWas the diploma awarded through the qualifying Adult Education program?
320High school equivalency certificate, without a standard high school diplomaIs the equivalency credential documented, and was no standard diploma earned?
330California Certificate of Proficiency, without a standard high school diplomaIs the California proficiency credential documented, and was no standard diploma earned?
360Completed Grade 12 without completing graduation requirements; not a graduateDoes the final transcript/graduation audit confirm Grade 12 completion but no graduation?
480Promoted or matriculated to a California public school after completing the highest grade offeredDid the student finish the school’s highest grade and move to another California public school?
485Promoted or matriculated to an out-of-California public school after completing the highest grade offeredDid the student finish the highest grade offered and move to a public school outside California?

Choose between completing E230 and replacing E230

The event determines which field changes
What the evidence showsCorrect responseWhat not to do
A standard diploma was awardedRetain E230 and report 100.Use 100 because graduation was merely expected.
A different current credential/outcome occurredRetain E230 and select the exact supported status from the Version 18 table.Default every completer to 100.
Grade 12 ended without graduationDetermine whether documented facts support E230 + 360 or a different exit event.Treat 360 as a diploma.
Student completed the highest grade offered and matriculatedUse 480 or 485 according to the public-school destination.Use a routine year-end exit without evaluating the matriculation outcome.
Student transferred before completing the program/gradeReplace E230 with the supported current transfer/exit reason; leave field 1.27 blank.Invent a completion status to preserve an incorrect E230.
Completion remains pending or unverifiedResolve the authoritative student record before reporting a completion outcome.Report a projected credential as already earned.

The completion status must also fit the grade

SENR0029 is only the first dependency
CheckWhy it mattersExample concern
Grade Level CodeCompletion statuses have their own permitted grade combinations.A status may pair with E230 but still fail against the student’s grade.
School grade spanCodes 480/485 require completion of the highest grade offered.A Grade 5 student at a K–8 school has not completed that school’s highest grade.
Destination480 and 485 distinguish California from out-of-California public schools.A private-school destination does not match either label merely because the student was promoted.
Credential actually awardedCodes 100, 102, 120, 250, 320, and 330 describe different outcomes.A certificate, equivalency, proficiency credential, and diploma are not interchangeable.
Exit DateThe enrollment must end on the supported completion event date.Do not use the ceremony date or data-entry date when it differs from the effective completion/exit date.

What commonly produces SENR0029

Symptoms, likely causes, and durable corrections
What you findLikely causeDurable correction
E230 exists; field 1.27 is blank in SISThe completion workflow allowed an incomplete event.Verify the outcome and complete or reverse the event; enforce paired fields locally.
Status exists in SIS but not in SENR fileThe extract omitted, filtered, or mis-mapped field 1.27.Repair the report/integration and test the complete completer population.
Every year-end student received E230Bulk rollover treated advancement or withdrawal as completion.Separate ordinary year-end, Grade 12 continuation, completion, and highest-grade matriculation logic.
Expected graduates have blank statusE230 was assigned before final outcomes were available.Report completion only after authoritative evidence establishes the result.
Elementary/middle completers are blankStaff assumed completion statuses apply only to high school.Evaluate 480/485 when the student completed the highest grade offered and matriculated.
Local status cannot be translatedThe SIS crosswalk is incomplete or obsolete.Map each documented local outcome to a current CALPADS status and retire historical mappings.
Manual entry clears the error temporarilyThe authoritative SIS still lacks field 1.27.Correct the source and confirm the next extract reproduces the accepted pair.

Choose the diagnostic pathway

  • Verify that E230 is correct
    • What academic program or highest grade offered did the student complete?
    • Was this completion, ordinary year-end advancement, continued Grade 12 education, transfer, or another exit?
    • What evidence supports E230?
    • Was E230 assigned by a bulk process or default?
  • Identify the exact outcome
    • Was a standard or alternative diploma awarded?
    • Was the outcome a disability certificate, Adult Education diploma, equivalency, or proficiency credential?
    • Did the student complete Grade 12 without graduating?
    • Did the student complete the highest grade offered and matriculate?
    • Is the destination California or out-of-California public school?
  • Verify grade and chronology
    • Does Grade Level form a current combination with the selected status?
    • For 480/485, was this the school’s highest grade?
    • Does Exit Date represent the supported completion event?
    • Does surrounding enrollment history support the outcome?
  • Inspect SIS and extract
    • Are Exit Reason and Completion Status stored on the same segment?
    • What exact values appear in fields 1.26 and 1.27?
    • Did the extract suppress a blank, unmapped, or retired local status?
    • Will the next scheduled extract reproduce the omission?
  • Review the broader population
    • How many E230 records lack field 1.27?
    • Do they share a school, grade, counselor, local status, rollover, or report?
    • Can the SIS require the paired value before saving a completion event?
    • Can the extract reject incomplete completer rows before upload?

Primary participants

  • Registrar or enrollment staff
  • Counselor, graduation, or transcript staff
  • Special education staff when applicable
  • Adult Education or program staff when applicable
  • CALPADS coordinator
  • SIS and integration support

Evidence to preserve

  • Final transcript and graduation audit
  • Diploma, certificate, or credential record
  • Grade span and matriculation evidence
  • Raw fields 1.26 and 1.27
  • Local-to-CALPADS status mapping
  • Accepted CALPADS result

Recommended correction path

  1. Preserve the rejected row

Capture submission ID, SSID, school, enrollment key, grade, Exit Date, and exact fields 1.26 and 1.27.

  2. Confirm the intended enrollment

Match the row to the correct SIS segment and existing CALPADS history.

  3. Determine whether E230 is factual

Distinguish documented completion/highest-grade matriculation from transfer, continuation, or another exit.

  4. Identify the authoritative outcome

Use transcript, audit, awarded credential, disability documentation, or matriculation evidence.

  5. Select the current status

Choose one of the nine Version 18 statuses that precisely describes the outcome.

  6. Validate connected fields

Confirm Grade Level, school grade span, destination, Exit Date, and surrounding enrollment chronology.

  7. Correct the owning system

Repair the SIS event, local crosswalk, required-field rule, or extract mapping.

  8. Submit and verify

Confirm SENR0029 clears and CALPADS displays the intended completion outcome.

  9. Review the shared population

Find other E230 records missing status, especially those sharing the same school, grade, workflow, or extract.

Before closing the issue

  • Confirm E230 accurately represents the student’s exit event.
  • Verify field 1.27 contains a current status supported by authoritative evidence.
  • Confirm Exit Reason, Completion Status, and Grade Level form valid combinations.
  • Ensure dates and surrounding enrollment history support the outcome.
  • Verify the SIS and next extract reproduce the accepted pair.
  • Review graduate, completer, cohort, dropout, program, and accountability effects.
