What CALPADS is rejecting

Student primary enrollment cannot overlap an existing primary enrollment for the same student within the LEA. Primary Enrollments are defined as: - Enrollment Status = “10” (Primary); - Enrollment Status = “30” (Short Term), and the enrollment period exceeds 30 days; Note: Enrollments with a N470 (NoShowOther) exit and a Enrollment Exit Date equal to or one day prior to the Enrollment Start Date are NOT considered Primary Enrollments.

CALPADS rule: A student’s primary enrollment cannot overlap an existing primary enrollment within the same LEA.

For this validation, primary enrollments include:

  • Enrollment Status 10 — Primary.
  • Enrollment Status 30 — Short Term, when the enrollment period exceeds 30 days.

An enrollment exited with N470 No Show is not treated as primary when its Exit Date equals the Start Date or is one day before it.

CALPADS is effectively asking: “Which one of these overlapping primary enrollments represents the student’s actual attendance?”

Resolve the chronology—not just the rejected row. Put the existing CALPADS enrollment and the submitted enrollment on one timeline. Determine where the student was actually enrolled on every overlapping date, then correct the record whose school, status, Start Date, Exit Date, or existence is unsupported.

Choose the diagnostic pathway

  • Find the conflicting CALPADS enrollment
    • Which school and enrollment segment already occupy the submitted Start Date?
    • Is that record open, or does its Exit Date include the new Start Date?
    • Is it status 10 or an extended status 30?
    • Does CALPADS contain a duplicate not visible in the current SIS view?
    • Was a prior correction accepted and later overwritten?
  • Build the attendance chronology
    • What was the last day the student was expected to attend the prior school?
    • What was the first day at the new school?
    • Did both schools count the transition date?
    • Was the student simultaneously receiving instruction at both schools?
    • Do attendance, enrollment forms, withdrawal records, and cumulative-file movement agree?
  • Test the enrollment statuses
    • Which school was responsible for the majority/primary instruction?
    • Does the concurrent enrollment truly meet status 20?
    • Was status 30 authorized and actually shorter than 30 calendar days?
    • Does status 50 meet the non-ADA definition?
    • Is a retired status 40 still being generated?
  • Review the no-show exception
    • Did the student fail to appear for an expected enrollment?
    • Is N470 supported?
    • Does the Exit Date equal or precede the Start Date by one day as applicable?
    • Was the correct general-education or student-with-disabilities treatment used?
    • Was a no-show confused with a student who attended and later left?
  • Inspect SIS and extract behavior
    • Do School, SSID, Start Date, Status, Exit Date, and Exit Reason come from one segment?
    • Did rollover or re-enrollment clone an open status 10?
    • Was a school-level withdrawal omitted from the LEA extract?
    • Will the next scheduled file recreate the overlap?

Recommended correction path

  1. Preserve the rejection

    Capture the submission ID, SSID, Reporting LEA, school, Start Date, Status, and untouched SENR row.

  2. Find every enrollment in the LEA

    Review the student’s complete CALPADS Enrollment History, including open, short-term, no-show, and duplicate segments.

  3. Mark the overlapping dates

    Place each Start Date and Exit Date on one timeline and identify every shared day.

  4. Return to attendance evidence

    Determine where the student actually attended or was expected to attend on the disputed dates.

  5. Verify each enrollment status

    Apply the precise definitions for 10, 20, 30, and 50; recognize 40 as historical.

  6. Correct the unsupported segment

    Repair the actual Start Date, Exit Date, status, no-show treatment, or duplicate record—never invent a value to force acceptance.

  7. Correct in dependency order

    Post the supported prior closure or history correction before resubmitting the blocked primary enrollment.

  8. Verify one continuous history

    Confirm SENR0027 clears and the ODS shows the intended primary, concurrent, short-term, and non-ADA roles.

  9. Review the shared population

    Find other overlaps created by the same school transition, rollover, status default, open short-term record, or extract logic.

Before closing the issue

  • Confirm there is only one supported primary enrollment for every date within the LEA.
  • Verify concurrent records use statuses that match their actual instructional roles.
  • Confirm any status 30 record has an accurate duration and authorized use.
  • Verify any N470 exception has the supported date treatment.
  • Ensure the SIS and next extract reproduce the corrected chronology.
  • Review attendance, cumulative-enrollment, cohort, program, assessment, funding, and accountability effects.
