Read the 14-digit CDS identity correctly

From complete CDS identity to the two SENR fields
ComponentLengthWhat it identifiesHow it informs SENR
County2 digitsThe California county component.Forms the first two digits of a district or county-office Reporting LEA code.
District5 digitsThe district or county-office component within the county.County + District produces the seven-digit Reporting LEA for a district or COE.
School7 digitsThe individual school component.Normally populates School of Attendance; for an independently reporting charter, it populates both fields.

Common reporting patterns

Illustrative field relationships—verify the current organization before use
School context1.04 Reporting LEA1.05 School of AttendanceCritical verification
District-operated schoolSeven-digit County-District codeSeven-digit School codeSchool is active and currently associated with that reporting district.
County-office school or programSeven-digit County-District code for the responsible COESeven-digit School codeCOE is the reporting entity for the enrollment—not merely involved in services.
Charter reported through another LEASeven-digit code of the responsible reporting LEASeven-digit charter School codeCharter’s current CALPADS reporting relationship is dependent/non-independent.
Independently reporting charterSeven-digit charter School codeThe same seven-digit charter School codeIndependent reporting status is current and confirmed.
Nonpublic school placementResponsible public LEA’s seven-digit Reporting LEA codeValid seven-digit NPS School code when required by the reporting ruleNPS certification/status, placement, responsible LEA, and authorized submission path.

Physical attendance does not automatically establish reporting ownership. A student may receive instruction or services at a school associated with another organization while a particular LEA remains responsible for the CALPADS enrollment. Verify the legal reporting relationship, not merely the building where the student is present.

What commonly produces IVR0002

Symptoms, likely causes, and durable corrections
Failure patternWhat it looks likeDurable correction
School number belongs to another districtThe seven-digit school exists, but its active reporting relationship does not match field 1.04.Confirm the actual school/enrollment and correct the organization or school crosswalk that produced the invalid pair.
Full 14-digit CDS code exportedField 1.05 receives the complete CDS code rather than the seven-digit School component.Map the correct seven-character School value and preserve leading zeros.
District code used as schoolField 1.05 repeats the district’s County-District code for an ordinary district-operated school.Populate 1.05 with the school’s seven-digit School code.
Independent charter mapped as dependentField 1.04 uses an authorizer/district code while 1.05 uses the charter School code. After confirming independent reporting status, use the charter School number in both fields.
Dependent charter mapped as independentThe charter School code is repeated in both fields even though another LEA reports it.Use the responsible Reporting LEA in 1.04 and the charter School code in 1.05.
Closed, merged, or reorganized schoolThe SIS still exports an older School code after an organizational change.Preserve historical accuracy, determine the applicable effective date, and update the current organization mapping prospectively.
Wrong school selected locallySimilar names, copied enrollments, default schools, or imported records point to the wrong CDS School code.Correct the authoritative enrollment and local-to-CDS school crosswalk; review similarly affected students.
Reporting relationship changedThe codes worked previously but fail after a charter, district, or school relationship change.Confirm the effective date and rebuild the current reporting configuration without rewriting valid history.

Trace the relationship from reality to file

1. Actual enrollmentConfirm the student, school, dates, and organization responsible for reporting.
2. Official identityVerify the school and district/COE in the California School Directory.
3. Reporting relationshipConfirm charter, NPS, authorizer, and independent-reporting status where applicable.
4. SENR pairGenerate the supported seven-character values in fields 1.04 and 1.05.

Choose the diagnostic pathway

  • Verify the literal values first
    • What exact seven characters appear in fields 1.04 and 1.05?
    • Were leading zeros preserved?
    • Did either field receive a 14-digit CDS code, local code, or organization name?
    • Are the values consistent across the extract?
    • Does the error row remain aligned with the 35-field SENR layout?
  • District or county-office school
    • Does the Directory show the school as active?
    • Which district or county office is displayed?
    • Does the first seven-digit County-District component support field 1.04?
    • Does the final seven-digit School component support field 1.05?
    • Is the listed organization actually responsible for this enrollment?
  • Charter school
    • What charter does the School code identify?
    • Who authorizes it, and what district context is published?
    • Is the charter currently independently reporting in CALPADS?
    • If independent, does the same School number appear in both fields?
    • If not independent, which LEA is responsible for field 1.04?
  • Closed, merged, or changed organization
    • What status and dates appear in official organization records?
    • Did the enrollment occur before or after the change?
    • Is this a current enrollment or correction to valid historical data?
    • Did the SIS crosswalk update when the organization changed?
    • Which other students and extracts use the retired relationship?
  • NPS or special placement
    • Is the school listed as a certified nonpublic school?
    • Which public LEA remains responsible for the enrollment?
    • Does authorized placement evidence support the school and dates?
    • Is an LEA-level user handling any required NPS submission?
    • Are special-education and enrollment teams using the same organization identifiers?
  • SIS, crosswalk, and extract
    • Which local organization records populate fields 1.04 and 1.05?
    • Are Reporting LEA and School of Attendance sourced independently?
    • Did a copied report retain another school or LEA constant?
    • Is charter reporting status stored explicitly or inferred incorrectly?
    • Will the next scheduled extract reproduce the invalid pair?

Primary participants for this error

  • CALPADS coordinator
  • Registrar or enrollment staff
  • Charter or district/COE administration when applicable
  • Special education or NPS data staff when applicable
  • SIS system owner and extract/vendor support

Choose the owner from the pattern

  • Wrong student school: enrollment/registrar owner.
  • Wrong CDS crosswalk: SIS or integration owner.
  • Charter relationship unclear: CALPADS and charter/LEA administrators.
  • Organization recently changed: coordinated effective-date review.

Recommended correction path

  1. Preserve the rejected row and organization values

Capture the submission ID, row, fields 1.04 and 1.05, enrollment dates, error details, source file, and extract time.

  2. Confirm structural alignment

Verify the full SENR row contains 35 positions and that Reporting LEA and School of Attendance have not shifted.

  3. Research the school in the California School Directory

Confirm its complete CDS identity, exact name, type, district/COE context, charter/NPS indicators, and current status.

  4. Research charter context when applicable

Use the Charter School Locator and authorized CALPADS/LEA evidence to determine whether the charter reports independently.

  5. Establish the real reporting relationship

Confirm the student’s actual school, responsible legal LEA, enrollment dates, and any charter, NPS, or organizational changes.

  6. Populate the supported pair

Use the correct seven-character values. For an independently reporting charter, place the same School number in both fields.

  7. Repair the repeatable source

Correct the enrollment, organization master, CDS crosswalk, charter flag, report parameter, integration, or vendor configuration.

  8. Regenerate, submit, and regression-test

Confirm IVR0002 clears, verify the accepted enrollment, and review other students, schools, years, and files using the same relationship.

Official CALPADS guidance

Verify that an appropriate reporting relationship exists between Reporting LEA and School of Attendance, then populate both fields with correct information. Consult the California School Directory and Charter School Locator. Independently reporting charter schools should use the seven-digit School number in both fields—for example, SENR^^^0117879^0117879^^etc.

Before closing the issue

  • Confirm field 1.04 identifies the legal entity responsible for reporting the enrollment.
  • Confirm field 1.05 identifies the student’s correct School of Attendance.
  • Verify the school’s CDS identity, status, and district/COE context in the California School Directory.
  • For a charter, confirm the current reporting relationship and independent-reporting status.
  • For an independently reporting charter, confirm the same seven-digit School number appears in both fields.
  • Verify the accepted enrollment and test other records produced from the same crosswalk.

Think in reporting pairs

  • District or COE school: Reporting LEA is the seven-digit County-District code; School of Attendance is the seven-digit School code.
  • Charter reported by another LEA: Reporting LEA identifies the responsible LEA; School of Attendance identifies the charter school.
  • Independently reporting charter: the charter’s seven-digit School number appears in both fields.
  • NPS placement: the responsible public LEA remains central; verify the valid NPS School code and authorized reporting process.
