Physical attendance does not automatically establish reporting ownership. A student may receive instruction or services at a school associated with another organization while a particular LEA remains responsible for the CALPADS enrollment. Verify the legal reporting relationship, not merely the building where the student is present.

Confirm its complete CDS identity, exact name, type, district/COE context, charter/NPS indicators, and current status.
Research charter context when applicable
Use the Charter School Locator and authorized CALPADS/LEA evidence to determine whether the charter reports independently.
Establish the real reporting relationship
Confirm the student’s actual school, responsible legal LEA, enrollment dates, and any charter, NPS, or organizational changes.
Populate the supported pair
Use the correct seven-character values. For an independently reporting charter, place the same School number in both fields.
Repair the repeatable source
Correct the enrollment, organization master, CDS crosswalk, charter flag, report parameter, integration, or vendor configuration.
Regenerate, submit, and regression-test
Confirm IVR0002 clears, verify the accepted enrollment, and review other students, schools, years, and files using the same relationship.

Verify that an appropriate reporting relationship exists between Reporting LEA and School of Attendance, then populate both fields with correct information. Consult the California School Directory and Charter School Locator. Independently reporting charter schools should use the seven-digit School number in both fields—for example, SENR^^^0117879^0117879^^etc.
