CALPADS first determines that an age, grade, plan type, or program setting activates a dependent PLAN field. Only then does blank become invalid. Confirm the trigger before populating the missing field.

Transition-age date: For PLAN0390F1–PLAN0397F1, determine whether the student will be 16 by June 30 of the academic year. This can activate the fields before the student is 16 on Census Day.
