Suggested resolution
a“Missing” is the final symptom—not necessarily the root cause
CALPADS first determines that an age, grade, plan type, or program setting activates a dependent PLAN field. Only then does blank become invalid. Confirm the trigger before populating the missing field.
Transition-age date: For PLAN0390F1–PLAN0397F1, determine whether the student will be 16 by June 30 of the academic year. This can activate the fields before the student is 16 on Census Day.
The dependency in plain English
| Part | What CALPADS expects | Decision |
|---|---|---|
| Trigger | PLAN 23.11 = 100 (IEP), and the student will be at least age 16 by June 30 of the academic year. | If any trigger fact is wrong, correct that fact. |
| Required field | PLAN 23.28 — Transition Services in IEP Indicator | Blank is prohibited while the trigger is true. |
| Meaning | whether transition services are identified that can reasonably enable the student to meet the postsecondary goals | The response must describe the actual IEP/IFSP/PLAN evidence. |
| Correction | Populate Y or N from the operative IEP evidence. If the student turns 16 during the academic year and the activity is not yet complete, report the evidence-supported negative/not-applicable response identified by current guidance rather than leaving the field blank. | Do not default every transition field to Y, copy the prior PLAN blindly, or treat blank as equivalent to N. |

Six questions that resolve this certification finding
| Question | Specific finding | Evidence |
|---|---|---|
| What passed? | The component SINF, SENR, SWDS, or PLAN transactions may each have posted successfully. | Submission detail and ODS history |
| What did Fall 1 expect? | Because PLAN 23.11 = 100 (IEP), and the student will be at least age 16 by June 30 of the academic year. CALPADS expected PLAN 23.28 — Transition Services in IEP Indicator to contain a supported response. | Certification dependency logic |
| What is absent or inconsistent? | The required field is blank, or an upstream age, grade, plan type, setting, or effective record is wrong. | Student-level certification detail |
| Who owns correction? | The IEP/IFSP team and special education staff establish the factual response; the SEDS owns PLAN values and mappings; SIS staff own birth date, grade, and enrollment; the CALPADS/SELPA process reconciles the snapshot. | SIS, SEDS, and IEP/IFSP evidence |
| What must change? | If the birth date or Plan Type 100 is wrong, correct that supported upstream value. Otherwise the transition field is required even when the student is younger than 16 on Census Day but turns 16 by June 30. | Supported dependent-field or upstream correction |
| What proves resolution? | 1.0 Certification Errors; 16.12 Students with Disabilities Education Plan by Primary Disability; 16.14 Students with Disabilities Plan Student List; 16.17 Students with Disabilities Annual Comparison; applicable SELPA reports | Refreshed snapshot and student-level evidence |
Recommended correction path
- 1
Locate the exact snapshot row
Match the SSID, Reporting LEA, operative PLAN, academic year, and snapshot revision identified by PLAN0393F1.
- 2
Prove that the dependency is active
PLAN 23.11 = 100 (IEP), and the student will be at least age 16 by June 30 of the academic year. Verify each trigger component independently.
- 3
Read the authoritative evidence
Review instruction, related services, community experiences, employment/adult-living objectives, and other applicable transition activities. The IEP/IFSP team and special education staff establish the factual response; the SEDS owns PLAN values and mappings; SIS staff own birth date, grade, and enrollment; the CALPADS/SELPA process reconciles the snapshot.
- 4
Distinguish blank from a negative response
Populate Y or N from the operative IEP evidence. If the student turns 16 during the academic year and the activity is not yet complete, report the evidence-supported negative/not-applicable response identified by current guidance rather than leaving the field blank. Do not default every transition field to Y, copy the prior PLAN blindly, or treat blank as equivalent to N.
- 5
Correct the owning source
If the birth date or Plan Type 100 is wrong, correct that supported upstream value. Otherwise the transition field is required even when the student is younger than 16 on Census Day but turns 16 by June 30. Repair the SEDS/SIS mapping so the next submission preserves the correction.

6
Regenerate and reconcile
Regenerate Fall 1, confirm PLAN0393F1 clears, and reconcile 1.0 Certification Errors; 16.12 Students with Disabilities Education Plan by Primary Disability; 16.14 Students with Disabilities Plan Student List; 16.17 Students with Disabilities Annual Comparison; applicable SELPA reports. Aggregate and student-level results must agree.
