“Missing” is the final symptom—not necessarily the root cause
CALPADS first determines that an age, grade, plan type, or program setting activates a dependent PLAN field. Only then does blank become invalid. Confirm the trigger before populating the missing field.
Preschool/school-age date: Use completed age on Fall 1 Census Day, together with the census grade and operative setting where required.
