Count the correct hours

Question Evidence Common mistake
What setting is being measured? The regular early-childhood program or kindergarten identified by setting code 201. Counting time in an unrelated placement or service location.
What time period is being measured? The student’s documented weekly enrollment in that setting. Using only one day’s schedule or assuming a standard full-day program.
Are special education service minutes the same measure? No. Review the full weekly schedule and the definition of time in the setting. Adding only IEP service minutes and treating that sum as weekly enrollment in the setting.
What if the schedule is exactly 10 hours? The indicator asks whether the student has ten or more weekly hours. Treating exactly 10 hours as fewer than 10.

Recommended correction path

    Preserve the failed snapshot evidence

    Save the SSID, Reporting LEA, Fall 1 revision, Census Day enrollment, evaluated SWDS record, operative PLAN, PLAN effective date, setting code, and current weekly-hours indicator.

    Confirm that the current dependency is active

    Verify that the evaluated PLAN contains Special Education Program Setting Code 201. Do not add an age prerequisite that is absent from the current Version 18.3 rule.

    Verify the effective record relationships

    Confirm that CALPADS selected the correct PLAN and an Eligible and Participating SWDS record for a student enrolled at the same Reporting LEA on Census Day.

    Confirm whether setting 201 is accurate

    Use the operative IEP, IFSP, or ISP, placement documentation, and SEDS history. If 201 does not represent the documented program setting, correct PLAN 23.20 and any related source mapping.

    Calculate the actual weekly time

    Use the student’s weekly program schedule and calendar to determine whether enrollment in the regular early-childhood program or kindergarten is at least 10 hours. Do not substitute special education service minutes for the weekly-setting measure.

    Correct the owning source

    Populate the supported PLAN 23.22 response in the SEDS or authoritative special education record. Repair any API or extract mapping that omitted the indicator or selected an outdated PLAN.

    Regenerate and reconcile Fall 1

    Confirm PLAN0388F1 clears, then reconcile Report 1.0 Certification Errors, Report 16.12 Students with Disabilities Education Plan by Primary Disability, Report 16.14 Students with Disabilities Plan Student List, Report 16.17 Students with Disabilities Annual Comparison, and applicable SELPA reports.

  • PLAN 23.20 reflects the documented program setting.

  • The response is based on the student’s actual weekly time in the setting.
  • The SEDS or integration mapping preserves the correction.
  • The refreshed Fall 1 and SELPA reports reconcile with the authoritative records.
