Record the submission ID, row number, exact nine-field row, source file, export time, and rejected value before changing anything.

Confirm the intended student, LEA, and year
Match SSID and Local Student ID, confirm Reporting LEA, and place enrollment and participation inside the correct academic year.

Trace the expanded-learning evidence
Connect signed registration, eligible program, dated attendance, source vendor, and any deduplication or aggregation process.

Apply the rule-specific checks
