Recommended correction path

CALPADS uses a minimum reported value of 1 for a staff member in the first year of service. Zero does not mean “less than one year” under this rule.

Preserve the rejected evidence
Capture the submission, row, field values, Reporting LEA, masked SEID, effective dates, and related SASS/CRSE identifiers before editing.

Confirm the person and business key
Use authorized evidence to match the educator, Reporting LEA, SEID, and effective period. Do not include SSNs in ordinary working notes.

Test the exact rule
- Confirm the staff member belongs in SDEM for the reporting context.
- Identify first-year versus experienced service.
- Check whether HR stores completed years as zero and requires a CALPADS crosswalk.
- Ensure LEA years still do not exceed total years.

Find the first divergence
Determine whether the problem began in authorized personnel evidence, HR/SIS entry, a local crosswalk, an integration, file generation, or CALPADS history.

Make the supported correction
Map a genuine first partial year to 1 as CALPADS requires, or correct the supported service-year calculation for experienced staff.

Regenerate and reconcile
Confirm the accepted SDEM history under the intended Reporting LEA and SEID. Review Report 4.4 and applicable Reports 4.1–4.5, then inspect other staff affected by the same mapping or workflow.
