What this error actually means
A SEID is a randomly generated statewide educator identifier used for mandated reporting. It is not an SSID, local employee number, credential document number, or Social Security number.
Valid, invalid, and unsafe responses
| Situation | Value or condition | Interpretation |
|---|---|---|
| Correct source | Authorized CTC ECS SEID Lookup | Use the educator’s confirmed ten-digit SEID. |
| Wrong identifier | Local employee ID or credential document number | These may help locate the person but are not submitted as 7.08. |
| Never submit | Social Security number | An SSN is not a SEID and must not appear in CALPADS 7.08. |
| Possible mismatch | A valid SEID belonging to another educator | Validity alone does not establish identity. |

Recommended correction path
- 1
Preserve the rejected evidence
Capture the submission, row, field values, Reporting LEA, masked SEID, effective dates, and related SASS/CRSE identifiers before editing.
- 2
Confirm the person and business key
Use authorized evidence to match the educator, Reporting LEA, SEID, and effective period. Do not include SSNs in ordinary working notes.
- 3
Test the exact rule
- Ask authorized HR/credential staff to use the secured ECS organization portal and SEID Lookup.
- Prefer educator name or credential document number when sufficient; minimize SSN use.
- If an SSN is required inside the authorized lookup, do not copy it into email, tickets, screenshots, spreadsheets, or CALPADS.
- Match legal name, credential record, employing LEA, and authorized evidence before selecting the result.
- 4
Find the first divergence
Determine whether the problem began in authorized personnel evidence, HR/SIS entry, a local crosswalk, an integration, file generation, or CALPADS history.
- 5
Make the supported correction
Replace the invalid value with the educator’s verified SEID from the secured CTC process, then reconcile that SEID across SDEM, SASS, and CRSE.
- 6
Regenerate and reconcile
Confirm the accepted SDEM history under the intended Reporting LEA and SEID. Review Report 4.4 and applicable Reports 4.1–4.5, then inspect other staff affected by the same mapping or workflow.
