What this error actually means

SCSE cannot create enrollment authority. The schedule may be locally correct while CALPADS lacks the supporting SENR segment, uses another school/LEA, or has nonoverlapping dates.

Student identity and SENR ownership → local schedule → SDEM/SASS educator → CRSE section → SCSE membership → Reports 3.6 and 3.7

Registration and enrollment staff own SENR facts; counseling/scheduling staff own the student’s actual schedule; curriculum and master-schedule staff own course/section identifiers; SIS/CALPADS staff preserve those relationships in the extract.

Recommended correction path

   Preserve the rejected SCSE row

   Capture Reporting LEA, school, year, masked SSID, Local Course ID, Course Section ID, term, birth date, and the submission detail.

   Confirm identity and enrollment

   Match the student to the current SSID and verify qualifying SENR ownership at the applicable school and dates.

   Confirm the CRSE prerequisite

   Locate the accepted section with matching school, year, term, Local Course ID, and Course Section ID.

   Compare the actual local schedule

   Determine whether the student truly belongs in this section. Check drops, transfers, concurrent enrollment, rollover schedules, and duplicate joins.

   Correct the owning source

   Repair the supported enrollment, schedule, identifier, school/year configuration, crosswalk, or Version 18 export behavior. Avoid a one-off file edit.

6. 6

   Resubmit and reconcile

   Confirm GERR0005 clears, review Report 3.6 Course Section Enrollment by Content Area and Report 3.7 Course Section Enrollment details, and audit other students generated by the same configuration.
