What this error actually means
A correct assignment can fail if another LEA’s file is uploaded under the wrong account context. This is particularly easy when one operator supports several districts or charter schools.
Valid, invalid, and unsafe responses
| Situation | Value or condition | Interpretation |
|---|---|---|
| Authorized | 8.04 matches intended LEA and user access | Proceed in correct account context. |
| Wrong file | Another LEA’s SASS rows are included | Separate the exports. |
| Wrong role | File is correct but user lacks submission authority | Have the LEA administrator correct access. |
| Unsafe shortcut | Change 8.04 to match the user | Do not transfer ownership falsely. |
