Fall 2 certification rule
Severity: Fatal Type: Certification Data Discrepancy
No student course section data submitted for a non-SWD student primary enrolled at the District Level.
Records or fields compared
- SENR Data
- SCSE Data
- SWDS Data
Transactional acceptance is not the same as certification coherence. The snapshot is testing whether related records, effective dates and populations form one defensible Fall 2 account.
Correction ownership
| Question | Answer | Safeguard |
|---|---|---|
| What did the snapshot expect? | A district-level primarily enrolled non-SWD student has no SCSE participation. | Review the complete population |
| Where is the authoritative evidence? | Independent Study or Home/Hospital records, SENR, scheduling and instructional evidence | Protect confidential records |
| What correction is supported? | Confirm the district-level instructional arrangement and report its supported course participation without fabricating a school placement | Never add data merely to clear the error |
District-level enrollment may have a real instructional context
| Context | What to verify | What not to do |
|---|---|---|
| Independent Study | Agreement, supervising teacher, courses and participation | Do not invent a conventional school placement |
| Home/Hospital instruction | Authorization, teacher, instructional dates and courses | Do not assume absence from campus means absence of instruction |
| Central placeholder or unresolved placement | Whether instruction actually occurred on Census Day | Do not leave a convenience enrollment unexamined |
Recommended correction path
- 1
Preserve the current snapshot
Capture revision, school, year, identifiers, counts and relevant detail rows.
- 2
Classify the discrepancy
Separate a true zero or legitimate exception from a missing, stale, duplicated, mis-keyed or out-of-period record.
- 3
Trace all companion records
Compare shared identifiers, effective dates, Census Day status and the complete history—not only the last upload.
- 4
Verify authoritative evidence
Use independent study or home/hospital records, senr, scheduling and instructional evidence. Record what was checked and who confirmed it.
- 5
Apply only the supported correction
Confirm the district-level instructional arrangement and report its supported course participation without fabricating a school placement. Repair repeatable source mappings where applicable.
- 6
Regenerate and reconcile
Wait for processing, rebuild the Fall 2 snapshot, confirm the error clears, and compare downstream counts and detail reports.
Retained official CALPADS guidance
Assess the student's enrollment and Enrollment Status on Census Day. If the student 's enrollment and status are incorrect, correct the enrollment status in CALPADS. If the student's enrollment and status are correct, determine if course section records were submitted for the student with an incorrect SSID. (Check to see if CERT005 error has occurred and determine if the course section record generating it belongs to this student.) If no course section records were submitted for this student, submit the student course section records for the student. If applicable, check that the SPED records for the student have been uploaded for the reporting LEA. See Report 3.8 - Course Section Enrollment - Student List or look up the student's course enrollment for this academic year in online maintenance. CDD will only trigger where there is no SCSE record from the enrolled school in the current Academic Year.
