Retained official CALPADS guidance

This validation will find the most recent SDEM record for an LEA based on the Effective Start Date overlapping Census Day in the current AY and then will look to see if it is open (Employment End Date is null or > Census Day) and will trigger if no corresponding (same LEA and AY) SASS record exists. The oldest SDEM Effective Date the validation will look at is 7/1/2023 and will not trigger for older records than this. If it does trigger, please try these actions to help resolve the validation: Verify that the SDEM data is valid for the SEID. If the SDEM data is valid, determine if a SASS record was submitted that corresponds (same LEA & AY) with the SDEM record. If none of the above eliminate the error, either submit a SASS record or remove or close the SDEM record.
