Retained official CALPADS guidance

1) If the Local Course ID and Course Section ID are correctly populated in the submission, ensure the CALPADS ODS has a Course Section record for the submitted Course ID and Course Section ID. OR 2) If the Local Course ID and Course Section are incorrectly populated in the submission, remove or change it so the correct value is submitted to CALPADS for the course section record of the SEID. See http://www.cde.ca.gov/ds/sp/cl/systemdocs.asp for the "CALPADS Valid Code Combinations" document. CDD will only trigger where the SCSE Academic Year is the same as the current Academic Year.
