Fall 2 certification rule
Severity: Fatal Type: Certification Data Discrepancy
If Postsecondary Status Code is not equal to 950 or 960, then all other records for the same Education Program Participation Type, SSID, and LEA cannot have Postsecondary Status Code equal 950 or 960.
Records or fields compared
- 17.08 - SSID
- 17.12 - Postsecondary Status Code
Transactional acceptance is not the same as certification coherence. The snapshot is testing whether related records, effective dates and populations form one defensible Fall 2 account.
Correction ownership
| Question | Answer | Safeguard |
|---|---|---|
| What did the snapshot expect? | A no-contact or refusal outcome conflicts with a substantive outcome for the same student and program. | Review the complete population |
| Where is the authoritative evidence? | PSTS outreach log and documented former-student responses | Protect confidential records |
| What correction is supported? | Retain the supported response state; never guess an outcome or use law enforcement merely because outreach failed | Never add data merely to clear the error |
950 and 960 describe different human responses
| Code | Meaning | Use |
|---|---|---|
| 950 | Not able to contact | Reasonable, locally approved outreach did not establish contact |
| 960 | Refused to answer | Contact occurred and the former student declined |
| Substantive outcome | Education, training, employment or another reported status | Use only when documented information was actually obtained |
Consult student services, transition staff, counselors or case managers when they have a legitimate relationship or approved contact information. Document outreach without publishing unnecessary personal details.
Recommended correction path
- 1
Preserve the current snapshot
Capture revision, school, year, identifiers, counts and relevant detail rows.
- 2
Classify the discrepancy
Separate a true zero or legitimate exception from a missing, stale, duplicated, mis-keyed or out-of-period record.
- 3
Trace all companion records
Compare shared identifiers, effective dates, Census Day status and the complete history—not only the last upload.
- 4
Verify authoritative evidence
Use psts outreach log and documented former-student responses. Record what was checked and who confirmed it.
- 5
Apply only the supported correction
Retain the supported response state; never guess an outcome or use law enforcement merely because outreach failed. Repair repeatable source mappings where applicable.
- 6
Regenerate and reconcile
Wait for processing, rebuild the Fall 2 snapshot, confirm the error clears, and compare downstream counts and detail reports.
Retained official CALPADS guidance
Understanding the Error: If Postsecondary Status Code is not equal to 950 or 960, then all other records for the same Education Program Participation Type, SSID, and LEA cannot have Postsecondary Status Code equal 950 or 960. Suggested Resolution: 1) Verify the Postsecondary Status Code is populated correctly. OR 2) If a previous PSTS record was reported to CALPADS for a student with a Postsecondary Status Code not equaled to 950 (Not able to contact) or 960 (Refused to answer), then subsequent PSTS should not be sent to CALPADS. Fall 2: CDD will only trigger where Education Program Participation Type Code = 20 and PSTS Academic Year is the current Academic Year
