Fall 2 certification rule

Severity: Fatal   Type: Certification Data Discrepancy

If Education Program Participation Type Code = 20 (CTE), then a SENR record for the prior Academic Year with a valid Student School Completion Status must exist.

Records or fields compared

  • 1.26 - Student Exit Reason Code
  • 1.27 - Student School Completion Status
  • 17.07 - Academic Year ID
  • 17.11 - Education Program Participation Type Code

Transactional acceptance is not the same as certification coherence. The snapshot is testing whether related records, effective dates and populations form one defensible Fall 2 account.

QuestionAnswerSafeguard
What did the snapshot expect?A CTE PSTS record lacks the required prior-year SENR exit/completion evidence.Review the complete population
Where is the authoritative evidence?Prior-year SENR, transcript, registrar and CTE completer evidenceProtect confidential records
What correction is supported?Reconstruct and correct only history supported by authoritative evidence, or remove an ineligible PSTS recordNever add data merely to clear the error

Reconstruct evidence with intellectual tenacity

Search prior-year SIS snapshots, transcripts, SENR/SCTE history, CTE pathway rosters, completion records, counselor files and knowledgeable current or former staff. Staff turnover does not eliminate the need to investigate—but missing evidence does not authorize invented history.

Two legitimate outcomes: restore a prior record when authoritative evidence proves it should exist, or remove/correct PSTS when the student did not qualify for the reported population.

Recommended correction path

  1. 1

    Preserve the current snapshot

Capture revision, school, year, identifiers, counts and relevant detail rows.

  2. 2

    Classify the discrepancy

Separate a true zero or legitimate exception from a missing, stale, duplicated, mis-keyed or out-of-period record.

  3. 3

    Trace all companion records

Compare shared identifiers, effective dates, Census Day status and the complete history—not only the last upload.

  4. 4

    Verify authoritative evidence

Use prior-year senr, transcript, registrar and cte completer evidence. Record what was checked and who confirmed it.

  5. 5

    Apply only the supported correction

Reconstruct and correct only history supported by authoritative evidence, or remove an ineligible PSTS record. Repair repeatable source mappings where applicable.

  6. 6

    Regenerate and reconcile

Wait for processing, rebuild the Fall 2 snapshot, confirm the error clears, and compare downstream counts and detail reports.

Retained official CALPADS guidance

Understanding the Error: If Education Program Participation Type Code = 20 (CTE), then the student must have a SENR record where the Enrollment Exit Date falls between the Graduate From and Through Date of the Academic Year from the PSTS record and with a School Completion Status Code = 100, 120, 102, 250, 320, 330, or 360. Suggested Resolution: Update the Academic Year in the PSTS record or submit an exited SENR record with a School Completion Status Code = 100, 102, 120, 250, 320, 330, or 360. CDD will only trigger where the PSTS Academic Year is the same as the current Academic Year.
