Transactional acceptance is not the same as certification coherence. The snapshot is testing whether related records, effective dates and populations form one defensible Fall 2 account.

Do not remove a general-education student merely because the class is inclusive. Reconcile the actual instructional design, teacher roles, student schedules and CRSE coding.

Preserve the current snapshot
Capture revision, school, year, identifiers, counts and relevant detail rows.

Classify the discrepancy
Separate a true zero or legitimate exception from a missing, stale, duplicated, mis-keyed or out-of-period record.

Trace all companion records
Compare shared identifiers, effective dates, Census Day status and the complete history—not only the last upload.

Verify authoritative evidence
Use master schedule, instructional model, crse, scse, swds and special-education staff. Record what was checked and who confirmed it.

Apply only the supported correction
Correct the instructional-strategy code or enrollment relationship that misrepresents the actual inclusive or specialized setting. Repair repeatable source mappings where applicable.

Regenerate and reconcile
Wait for processing, rebuild the Fall 2 snapshot, confirm the error clears, and compare downstream counts and detail reports.
Retained official CALPADS guidance
Verify that the CRSE record should be identified as a Special Education course. If so, and there is at least one student enrolled in the course, ensure that all students have a MEET record. If class is NOT a designated Special Education class, remove Instructional Strategy code 700 from the CRSE record.
