Severity: Fatal Type: Certification Data Discrepancy
There is no CTE PSTS data submitted for a school.

- PSTS Data
Transactional acceptance is not the same as certification coherence. The snapshot is testing whether related records, effective dates and populations form one defensible Fall 2 account.
Correction ownership
| Question | Answer | Safeguard |
|---|---|---|
| What did the snapshot expect? | The snapshot found no Fall 2 CTE PSTS records for the school. | Review the complete population |
| Where is the authoritative evidence? | Prior-year CTE completer rosters, SCTE, SENR, transcripts and outreach records | Protect confidential records |
| What correction is supported? | Verify whether the population is truly zero; reconstruct evidence and submit only supported PSTS records | Never add data merely to clear the error |
Use the whole staff to reconstruct the prior-year cohort
The person who knew the CTE completers may have changed roles or left the district. Exercise intellectual tenacity: consult current and former CTE teachers, pathway coordinators, counselors, registrars, site administrators, SIS staff, transcripts, pathway rosters, SCTE history and archived follow-up materials.
| Finding | Meaning | Action |
|---|---|---|
| No qualifying prior-year CTE completers | A true zero may be accurate | Document the review; do not manufacture PSTS |
| Qualifying completers; outreach documented | PSTS population is missing | Submit supported PSTS outcomes |
| Possible completers; evidence incomplete | Institutional knowledge was lost | Continue reconstruction and escalate internally before certification |
Recommended correction path
- 1
Preserve the current snapshot
Capture revision, school, year, identifiers, counts and relevant detail rows.
- 2
Classify the discrepancy
Separate a true zero or legitimate exception from a missing, stale, duplicated, mis-keyed or out-of-period record.
- 3
Trace all companion records
Compare shared identifiers, effective dates, Census Day status and the complete history—not only the last upload.
-
4
Verify authoritative evidence
Use prior-year cte completer rosters, scte, senr, transcripts and outreach records. Record what was checked and who confirmed it.
- 5
Apply only the supported correction
Verify whether the population is truly zero; reconstruct evidence and submit only supported PSTS records. Repair repeatable source mappings where applicable.
- 6
Regenerate and reconcile
Wait for processing, rebuild the Fall 2 snapshot, confirm the error clears, and compare downstream counts and detail reports.
Retained official CALPADS guidance
Understanding the Error: There are no Postsecondary Transition Status (PSTS) records where Education Program Participation Type = 20 (Career Technical Education) for this school.
