SERV0443: Invalid SELPA for Reporting LEA
The Reporting SELPA may be a valid code, but CALPADS does not find an active reporting relationship between that SELPA and the Reporting LEA for the applicable date. Verify the student’s plan, both organizations, and the relationship effective on the Plan Effective Start Date.

CALPADS uses Plan Effective Start Date as the SERV record’s “As Of” date for this relationship check. The official troubleshooting page states that the validation applies to records on or after July 1, 2019.
Validate the relationship, not just each code
Entity check
Confirm that fields 25.04 and 25.08 contain the intended Reporting LEA and Reporting SELPA codes for the student’s service record.
Effective-date check
Confirm that the Reporting LEA–SELPA relationship was active on field 25.17, Plan Effective Start Date.
Common causes
- The Reporting LEA or Reporting SELPA code is incorrect even though each value has a valid format.
- The SERV extract attached a current SELPA to a historical plan governed by a different relationship.
- A student transfer, LEA reorganization, charter change, or SELPA membership change was not applied with effective dates.
- The extract selected the wrong plan or Plan Effective Start Date.
- An organization crosswalk uses one undated default for all students or reporting years.
- The local records appear correct, but CALPADS does not reflect an expected official relationship.
Recommended resolution
Preserve the rejected transaction
Capture the submission ID, SSID, operational key, raw SERV row, and exact values in fields 25.04, 25.08, and 25.17.
Confirm the intended plan and service
Match the row to the correct student, special education plan, service, provider, and reporting period.
Verify the Plan Effective Start Date
Use the authoritative plan record to confirm the date CALPADS will use to evaluate the reporting relationship.
Verify both reporting entities
Confirm that the Reporting LEA and Reporting SELPA codes accurately represent responsibility for this student and plan.
Confirm the dated relationship
Determine whether the LEA–SELPA reporting relationship was active on the supported Plan Effective Start Date, not merely active today.
Correct the first inaccurate source
Repair the responsible entity, plan selection, effective date, transfer record, or organization assignment in the owning special education system.
Repair effective-dated mappings
If source records are correct, fix the crosswalk, default, relationship table, or extraction rule so the proper LEA and SELPA are selected for the plan date.
Regenerate and verify
Inspect fields 25.04, 25.08, and 25.17, resubmit, and confirm SERV0443 clears without changing supported plan history.
Escalate an official relationship discrepancy
If local evidence and current codes support the relationship but CALPADS still rejects it, preserve the evidence and submit a CALPADS service request.
Close only after verification
- The Plan Effective Start Date matches the authoritative plan.
- The Reporting LEA and Reporting SELPA are correct for that student and plan.
- The LEA–SELPA relationship is active for the applicable date.
- The source system, regenerated SERV row, and accepted CALPADS record agree.
- Other records sharing the relationship, transition, or mapping have been reviewed.
