A certified NPA provides the service	Keep the valid 25.05 identifier and set 25.12 to `400`.	Both fields identify the same provider arrangement.

This is not a formatting choice. Provider Code 400 has a substantive meaning: a nonpublic, nonsectarian agency provides the reported service.

Confirm the correct column
Inspect 25.12 in the raw SERV row; do not mistakenly edit Service Frequency Code in 25.14.

Verify the actual provider
Use the operative plan, service arrangement, and special education system to establish who provides the service.

Choose the evidence-supported pair
For an NPA, use provider code 400 plus the valid NPA identifier; otherwise use the correct non-NPA provider code and leave 25.05 blank.

Repair the source mapping
Correct defaults or crosswalks that populate an NPA identifier independently of provider code 400.

Audit services generated by the same provider mapping and verify that SERV0327 and SERV0447 do not follow.
