Rule: Every code governed by the CALPADS Code Sets must be effective for the applicable SPRG date.

Severity: Fatal   Type: Input Validation

Do not replace a retired program code mechanically. Confirm whether the program continued under a successor code, ended, changed meaning, or should not have been submitted for that period.
