CALPADS rule: When Student Birth Country is not US, PR, UU, or blank, the applicable student must have field 2.37 populated.
Version 18 condition: The File Specifications also identify the conditional population as students ages 3–21 inclusive.

This is not an immigration-status question. Do not request, infer, or record citizenship, visa category, documentation status, refugee/asylee status, or the date a student entered the United States to populate field 2.37. The question concerns cumulative enrollment in U.S. schools.

Evidence to review without overreaching
- Prior school records and cumulative file.
- Enrollment and withdrawal dates in the local SIS and CALPADS SENR history.
- Records supplied by prior schools or districts.
- Verified field 2.36, when available and applicable.
- Family/student educational-history information collected through an authorized process.
Ask only for educational history necessary to make the reporting determination. Do not turn a CALPADS school-enrollment field into an immigration-document inquiry.
What commonly produces SINF0061
- The SIS collected Birth Country but never asked or stored the cumulative-enrollment question.
- The extract mapped local “newcomer” status to field 2.37—or left it blank when no newcomer flag existed.
- A foreign country was assigned through a bad birth-country crosswalk.
- Staff assumed foreign-born always means
Y. - The student’s earlier U.S. school history was not transferred or reconciled.
- Field 2.37 was stored locally but omitted from the SINF layout.
