Suggested resolution

Read the complete validation

Rule: If field 2.33, 2.34, or 2.35 is populated, field 2.31 must be populated.

Severity: Fatal   Type: Input Validation

  • 2.31 Residential Address Line 1
  • 2.33 Residential Address City
  • 2.34 Residential State/Province Code
  • 2.35 Residential ZIP Code

Do not invent a street address. Verify the student’s actual residence and the local privacy/safety process. If the LEA is not submitting residential-address data, remove the stray components as a group rather than fabricating Line 1.

The residential-address completeness framework

2.31 Line 1Street number/name, unit when appropriate, or supported delivery location
2.33 CityResidential city or locality
2.34 State/ProvinceCurrent CALPADS code
2.35 ZIPResidential postal code

Line 2 is optional, but never independent. If field 2.32 is populated, all four core fields above are required.

Valid versus incomplete

125 Oak St | Fresno | CA | 93721Core address is complete.Does it match the verified residence and effective date?
[blank] | Fresno | CA | 93721SINF0049: Line 1 is missing. Was Line 1 omitted, mapped elsewhere, or intentionally withheld?
All residential fields blankNo partial-address contradiction. Is blank submission authorized and consistent with local requirements?

Common causes

  • Line 1 is stored in a different SIS address record than City/State/ZIP.
  • An extract join selected the location fields but lost the street line.
  • Address Line 1 contains only spaces and becomes blank after trimming.
  • A confidential-address workflow suppressed only part of the address.
  • The SIS exported the mailing address into some residential columns.

Recommended correction path

  1. 1

    Preserve the rejected row

Capture fields 2.31–2.35, SSID, and SINF effective dates.

  2. 2

    Confirm SENR ownership

Verify the supporting enrollment is accurately posted for the effective period.

  3. 3

    Verify the residence

Use authorized family-provided or locally approved address evidence; follow confidentiality procedures.

  4. 4

    Choose the truthful repair

Add the supported Line 1, or remove the stray address components if no residential address should be submitted.

  5. 5

    Correct SIS and extract

Repair source selection, joins, trimming, suppression, or residential/mailing mapping.

  6. 6

    Resubmit and audit

Confirm SINF0049 clears, review effective-dated address history, and find other partial addresses.
