Rule and scope
Rule: Every row must contain the Version 18 SINF column count in the published order.
Severity: Fatal Validated: All SINF fields.
What changes the count
| Cause | What happens | Correction |
|---|---|---|
| Blank field omitted | Later values shift left | Preserve the empty delimiter position. |
| Delimiter inside unquoted text | One value becomes multiple columns | Use the approved quoting/export method. |
| Old file layout | Rows contain too few/many columns | Regenerate from Version 18. |
| Spreadsheet dropped trailing blanks | Rows end early | Use a CALPADS-safe export and validate counts. |
