SELA0652: Missing Overlapping Enrollment for an RFEP Student
An RFEP record must overlap a primary enrollment for the same reporting LEA. CALPADS cannot accept a reclassification effective date when that LEA does not have a qualifying enrollment covering the date.
Focus fields: SELA Reporting LEA (12.04), ELAS Code/Date (12.13–12.14), and SENR Reporting LEA, Start Date, Status, and Exit Date
Recommended correction path

Compare the RFEP date with enrollment dates
Place the proposed RFEP effective date against the student’s SENR start and exit dates for the same reporting LEA.

Check enrollment status and exit reason
Confirm a primary enrollment exists. An enrollment exited as N470 (NoShowOther) is not treated as overlapping for this validation.

Confirm the correct LEA owns the action
Verify which LEA completed the locally approved reclassification process and whether the SELA Reporting LEA was populated correctly.

Correct the record that is actually wrong
Post or repair a legitimate SENR record when enrollment is missing or inaccurate; otherwise correct the RFEP date/reporting LEA. Never fabricate enrollment to make RFEP post.

Submit in dependency order and verify
Allow the corrected SENR to post first, then submit RFEP and confirm the overlap, ELAS history, TOMS status, and local RFEP monitoring roster.
Before closing the ticket
- Preserve the evidence and approval supporting the correction.
- Verify the result in CALPADS, not only the SIS.
- When testing or RFEP is affected, reconcile TOMS and the assessment team’s roster.
