Do not fabricate enrollment to make RFEP post. Determine which LEA actually completed and owned the reclassification event, then correct the record that is factually wrong.

Place RFEP on the enrollment timeline
Compare the effective date with every SENR start/exit segment for the same LEA.

Check enrollment status and exit
Confirm a primary enrollment covers the date and that N470 or another non-qualifying segment is not being relied upon.

Confirm reclassification ownership
Identify which LEA completed the approved process and whether field 12.04 is correct.

Correct the actual error
Post or repair legitimate SENR when missing/inaccurate; otherwise correct the RFEP date or Reporting LEA.

Submit in dependency order
Allow SENR to post first, then submit RFEP and verify CALPADS, TOMS, and the local monitoring roster.
